IHOA receives USA Hockey registration data daily. In most cases, IHOA has your USA Hockey registration data approximately 24 hours after you register. In some instances, the process can take up to 48 hours. Please register with USA Hockey well in advance of attempting to register for your IHOA seminar.

Online registration for USA Hockey Officiating Program membership for the season began on June 1, 2022 and ends on December 31, 2022. All incomplete 2022-23 Season registrations must be completed by 11:59pm MT, February 28, 2023.

New Officials (Never Been Registered)

  • All persons who have never registered with USA Hockey as an Ice Hockey Official must register at Level 1 for the first season. All registration requirements must be completed, and you must have your Card and Crest in hand before you may accept assignments.

Returning Officials

  • Returning officials may apply for one level higher than their completed registration level the previous season. Officials are allowed to take one season as “unregistered” or “incomplete” and return at the same level they were last completely registered at with the exception of Level 4. Level 1 completely registered officials are allowed to take one season off and still be eligible for Level 2 the following season. The level that each returning official is eligible for is designated on the online officiating application.
    • An official who is 16 years old (or older) at the time current-season Membership Registration opens and has completed two (or more) seasons of officiating registration, must register as a Level 2, Level 3, or Level 4 based on eligibility.
    • You will need your USA Hockey Officials ID number. This number will be 6-8 digits in length (it does NOT contain letters). This number can also be found in your registration verification email from USA Hockey (all officials) or on your 20-21 registration card (returning officials complete in 20-21).
  • Once the online Membership Registration application has been submitted to the National Office, an official cannot change the registration level they have applied for.

  • Must complete USA Hockey online Membership Registration
    • NOTE: Ensure that your registration level with USA Hockey matches your seminar attendance. If they do not MATCH your registration will automatically be set at Level 1.
  • Must submit Registration Fee ($90.00 + separate IHOA fee)
  • Must have been Level 1 or higher (Complete) within the last two seasons
  • Must attain an Open Book Exam score of 60/75 (or higher)
  • Must attend and complete a Level 2 officiating seminar
  • Must complete Level 2 Online Education curriculum
  • Must complete SafeSport training (if 2005 Birth Year, or older)
  • Must complete and maintain a USA Hockey sanctioned criminal Background Screen if 18(+) years old on June 1, 2022

  • Must attain an Open Book Exam score of 85/100** (or higher)
  • Must attend and complete a Level 3 officiating seminar
  • Must complete Level 3 Online Education curriculum
  • Must complete SafeSport training (if 2005 Birth Year, or older)
  • Must complete and maintain a USA Hockey sanctioned criminal Background Screen if 18(+) years old on June 1, 2022

**Level 3 TENURED OFFICIALS must attain an Open Book Exam score of 45/50.

LEVEL 4 Complete

  • Must complete USA Hockey online Membership Registration
    • NOTE: Ensure that your registration level with USA Hockey matches your IHOA seminar attendance. If they do not MATCH your registration will automatically be set at Level 1.
  • Must submit Registration Fee ($90.00 + separate IHOA fee)
  • Must have been Level 3 or 4 (Complete) last season
  • Must attain an Open Book Exam score of 90/100** (or higher)
  • Must attend and complete a Level 4 officiating seminar
  • Must complete Level 4 Online Education curriculum
  • Must complete SafeSport training (if 2005 Birth Year, or older)
  • Must complete and maintain a USA Hockey sanctioned criminal Background Screen if 18(+) years old on June 1, 2022

**Level 4 TENURED OFFICIALS must attain an Open Book Exam score of 45/50.

IMPORTANT NOTES  

  • An official may not change their Registration Level to a higher level once online Membership Registration is completed.
    • NOTE: Anyone who has never officiated must register at Level 1 for the first season. Only the District Referee‐in‐Chief may make exceptions to this rule prior to registration that would foster registration at Level 2 (ex: the applicant has extensive hockey officiating experience.)  No first‐time registered official may register above Level 2 for the first season.
